As to QST, I well remember the "rig of the month" in each issue which was interesting but I never built one. With the "simple" ideas in the Doctor is IN for example, I usually find something I add to my TO DO list each month. I've built several of Phil Salas' projects and the item on using a computer headset for your ham rig is being added as we speak. I don't get to all of them, but I do get to some. I'm a pretty active QRP contester and although I don't use the Contest Corral in QST much, it is handy when I'm in the porcelain library. At least they have a QRP category in every one of their contests which I appreciate. BTW ARRL is not the ultimate scheduler of all contests as you imply. They can do what they can but folks will do contests when they want to. As to the contest calendar, N2CQs is the best for QRPers and Ken posts almost always here but if you need it in real time, go to the links below. Heck, I don't agree with everything ARRL does and I let them know when I feel it's worth my time to give them input but I do know that my GA Section Manager AF4FO is a real hard worker and wouldn't be there if it were not for ARRL support.
