I had this same problem using the Astron 20 Amp supply. I just got my FT817 a few days ago and was following the manual for power setup. The max I could get out was 2.5 watts with the charging circuit off. My display had the L and three bars but was not blinking like the manual said it should for 5 watts out.

I set the radio so the L was no longer on the display and could get the 5 watts out using the external supply.

The L display "blinking" occurs if you turn off the external supply and run only the batteries. A small matter they forgot to put in the manual.
