This topic comes up frequently. Higher would only be worse in terms of SSB, Digital, etc. The European QRP frequency is 7030, and this has been mentioned most often as an alternative. I would not hold my breath for a change, though. On the other hand, there is no reason not to use 7030, or whatever frequency you choose, There is no rule "requiring" 7040 to be used for QRP.
