Most definitely

Is it safe just to lay the antenna against insulation, etc. Any change of fire?

Most insulation has a layer of metal foil, which would detune the antenna. Try to hang it clear of the insulation.

Any problem with antenna touching or close to house wiring in the attic?

Again, keeping it as far as possible from wiring will help it tune and radiate the best.
