YES. MAYBE NOT LIKE HAVING A 20M DIPOLE OUT IN FREE SPACE, BUT YOU WILL BE ABLE TO MAKE CW CONTACTS.

Is it safe just to lay the antenna against insulation, etc. Any change of fire?

NOT AT QRP LEVELS. ALTHOUGH IT'S NOT A GOOD IDEA TO LAY THE ANTENNA ON THE INSULATION ..... I'D STAPLE IT UP TO THE WOOD.

Any problem with antenna touching or close to house wiring in the attic?

NOT A GOOD IDEA. I WOULD THINK THAT REAL CLOSE PROXIMITY TO THE WIRING WOULD DETUNE THE ANTENNA AND POSSIBLY CAUSE RF TO GET INTO THE WIRING AND CAUSE SOME INTERFERENCE.
