Hi Steve,
you wrote "and only air as a capacitor dielectric". Why ? AFAIK teflon and glass tubes in trombone capacitors and glass plates in butterfly capacitors have been tested successfully. They can increase both the capacitance and the breakthrough voltage of the capacitor.
I agree with you in all other statements.
