Subject:  Voltage Regulation for Solar Panels

I suppose I should know this, but I don't... how do I regulate the voltage supplied by a set of 12v, 300 ma solar panels (connected in parallel) so as to effectively drive a little xcvr such as a "Rock Mite." What would the schematic look like if properly done?
