Subject:  Connecting Solar Panels

I am a bit embarrassed to ask this, but what is the best way to connect two of those VW 12v. solar panels so that they power up a small QRP rig (such as early Argo, DSWII, etc.) Should I use a battery in series with the panels to act as both a diode and a capacitor? Connecting the panels directly seems out of the question, as this would cause voltage fluctuations within the rig. If I don't use a battery, then what about a diode and capacitor arrangement? I have never worked with solar panels before, so this is new to me. Thanks.
