Gary,
I'll take a closer look at my 1240K when I get home from work but sounds like you may have a shorted patch cable between rig and wattmeter or perhaps the 1240K's coax connector itself is shorted in some way. May even be a fault in your wattmeter.
How does the receiver seem to be working?
