There's not a whole lot of activity around 7.11. Sometimes I hear sigs around 7.14. Most of the QRP activity is around 7040 so do some calling around that freq. You will have better luck.

Your BC receiver probably doesn't have a beat frequency oscillator (BFO). That's why the CW signal sounds raspy. When you get your signal close to the same frequency as the BC station, the BC carrier is acting like a BFO and you then hear an audio tone. The difference in freq between your sig and the BC station carrier freq. The tone changes as you move your transmit frequency closer or farther away from the BC station frequency.
