Hi OM,
The HW-8 problem you describe may be due to irreversible permeability changes in the in the 80 and 40 meter transmitter output toroid cores. This problem, which apparently turns up occasionally, was spotlighted by Mike, WA8MCQ, some years ago.
It seems that your 20 and 15 meter output is in the right ballpark, which supports the above thesis.
I suggest using Google, or similar, to find some additional information on this topic; it's out there. For me, the HW-8 is a fun rig as long as you forgive the inherent design limitations.
