As Ivan says there is already an excellent beacon system in operation. Check it out on 14.100 , the callsign (in CW) is sent at 100 watts, after that there are 4 pulses, the first one is at 100 watts, second 10
watts, third 1 watt,and last 100mw.
It goes from station to station around the world in a three minute time cycle, and if you can hear the fourth pulse then you can probably work into the region !!
There is one on all the bands 14 through 28Mhz. Brilliant
