I agree with Fred that the WARC bands are much more civil than the five "traditional" HF bands. 10 meters outside the Novice/Tech voice band is still quite good as well. So is 160 meters.

6 meters is another place where civil operation remains the rule, and I certainly wouldn't mind more CW ops migrating up to 50 MHz. In the Carolinas and Virginia there are a number of 6m SSB nets -- almost every night of the week plus Saturday morning. The net result is that 6m is used here the way 75m is used in a lot of places, minus the rudeness, deliberate interference, and general bad operating practices that seem to dominate 75m SSB.

FWIW, I've been a ham for over 18 years now, and I have always seen discourteous operation on 20, 40, and 75/80 meters, especially, but not exculsively, on voice. Nothing has changed. I wish it would change.
