looked at the specs for the ic703. looks like a ic706 withour the 2m and 440mhz capabilities and with only 10w out the big downside is that it only has AF DSP. you would have thought that they would do IF DSP but hey, if you can get the ic703 out so as to complete with yaesu 817/897 and ten tec argonaut V by just tweaking the 6+ year old design of the ic706 then ok.
