Although you said the most reliable, I beleive you mean the most accurate but maybe it depends on what you are expecting for an outcome. Do you need the frequency to read out in cycles or are 2 decimal places sufficient, IE 18125.45 Khz?

For the transmitter, a precision frequency counter is probably available at your local ham club for free, maybe they have a good frequency generator as well.
