Subject:  Frequency measurement?

Can someone Elmer me along with a clearer understanding of how I can measure the frequency output/input of a tx/rcvr?
A. Frequency Counter? (I've never seen one!)
B. A scanner to give readouts?
C. Other radios/test equipment

I'm looking for the most reliable test equipment, normally used on the bench. Thanks.
