John,
Both are good QRP radios. The NC 40a is a better radio for the first time or new builder. The board is not as tightly packed as the RH 40. The RH 40 does have a better RX design and has a few features as standard (AFA, keyer) that the NC 40 lacks.

I dont think you'd be dissappointed with either.
BTW, I do not own either radio, but have used both.
