To my knowledge, this is not a design feature. It sounds like it might be connected with a very long RC time constant. Perhaps you have a missing component, or cold solder joint that is forming this long time constant. If so, I would start looking in the power supply output lines, to see if one of the output voltages is rising slowly. Another possibility might be somewhere in the T/R circuitry.
