I wouldn't worry about the output of the crystal oscillator. The PA is a non-linear stage anyway and the TT2 relies on the output low-pass filter to remove the high harmonics.

You didn't say which version of the TT2 you are using. With Doug Demaw's original design, it's my understanding that output filtering was insufficient. With the TT2 revival, several versions of the TT2 were designed and published and all have better l-p filtering than the original. If you are using one of the NJ QRP Club versions, for example, I'd check the output of the transmitter for harmonics into a dummy load, i.e. AFTER the l-p filter. The 2f harmonic should be more than 30 dB down.
