When I used to live in an apartment, I bought a SGC-231 Autotuner and used it to tune a wire about 75 feet long that ran from my balcony on the second floor to the trees in the back yard. It was about on average 10 feet off the ground because the yard sloped upward from the building. I added a 1/4 wave counterpoise to the tuner cut to the low end of 80 meters and the tuner worked on all bands 160-10.

Managed to work TS7N (Africa) on consecutive nights on 40 and 30 meters CW running 50 mw. Bagged quite a few counties (about 500) as well on 20 meters runnng 100 watts. No TVI at all.

I don't use the tuner much these days since the backyard of my new (old) house lets me put up just about any antenna I want to.
