The QRPer gives up a couple of S units to the high power (QRO) users, but the sunspots don't really change that relationship. In other words, its all relative, but the gap between high and low power doesn't change. They (QRO's) will work shorter routes in low solar flux, and so will QRP, still about 2 S units lower than QRO.
