I just bought an MFJ 20M. cw rig on eBay for less than $100. Armed with any decent antenna, that ought to be plenty of fun for several years at least. For me, if you are QRP, it's got to be cw, although I realize minds differ on this.

So much depends on your exact useage, and budget, and other factors like antenna availability. For example, condo/townhouse dwellers have to be really creative to get anything like a good signal on 40 or below.

If the antenna situation is limiting, I'd be more satisfied with a pretty good antenna for 15 and 10 even rather than a really lousey one for 80 and 40.

There are always trade-offs.
