Are you sure the meter is accurate? What SWR are you able to get the antenna tuned down to? Sometimes you can be one clunker switch setting off and not get full output, but the swr will look ok. Listening for loudest sig to set the clunker usually results in best setting, but I have noticed on mine that 10 meters all sounds same so you just have to experiment with it. Hope this helps.
