Given those two choices, I'd be inclined toward the Ten Tec rig. I think it has a bit more power output and it does have RIT, which can occasionally be handy. I have a Ten Tec 1330, and while its filter bandwidth on receive is a bit wide for my taste, I have worked Croatia and South Africa with it, the antenna being a 30 foot doublet in my attic. You might visit N5FC's website; he describes assembling the 1340 together and using it.

While more expensive, I imagine the Red Hot Radio NC-40, or RH-40, would be worth considering. Actually, I think any of the current QRP transceiver kits are pretty good.
