This is written up in the ARRL Handbook called a "Resonant Feed-line Dipole". I used one (or actually two) on board a sailing ship, since it could be easily hauled up into the rigging. I was using a 20M version, but it got damaged, so it was easy to cut and modify the 30M one I had also brought along to cover 20M.
